How do i request moving or closing of threads?

Where do i go to do this. I'd like those Forza topics in the GT4 forums moved or closed as the comments and opinions lead to no where, they get long and its the same argument many times in the same thread. Now there are 2 active posts with the same non sence in each by the same people.
