How do I turn off flashing headlights?

I'm Just starting out and like to race at night using custom race to help me practice and learn to drive. Even when I work thur my books and licenses on most of my cars (maybe all) my headlights flash even when There are no cars around me. Is there a setting to change? Do I have a finger on a button that I do not know about? or????
 
The toggle function for high/low beam and flashing the lights is activated by pressing the left stick in Your controller, the one You most likely steer with.
It can be redesignated in the set up menu for player controls.
 
I switched the flash headlights to R3 instead of L3 and then the boost/DRS to L1 and the “look back” to Triangle and I left Reverse and L3 unassigned since I drive manual anyway. I play with left stick for steering, R2/L2 for gas/brake, and X/Square for upshift/downshift. I simply don’t have the light touch required to avoid hitting L3…
 
I didn’t see anyone give you this easy answer . If you click the top left of the touch pad you will turn on your left blinker and push the top left touchpad to turn it off . Same goes for the right blinker just push the top right touch pad , and if you want to use your flashers just push the top center of the touch pad .

I don't see how this "easy answer" has anything to do with their unintentional pressing of L3.
