How do I unlock the "Club" section??

For the life of me I cant figure out how to unlock the Club section...Im a level 13 (seen people online lower and have a Club tag by there name) Ive played a couple races online, found a Barn find, and races 3 Chapionships Offline..And the "Club" section is still greyed out on my Dashboard...anybody know how??

Car clubs are locked until you beat the third championship and race the train for the following showcase it says here.

Car clubs are locked untill you have finished your 3rd championship and the showcase event after it (race the train).

After that, you are presented with the option to join a club. You can either add my gamertag Delicious Cyan and find it under "friends clubs", or you can search for the clan manually.

I was wondering this too. I thought maybe it was just another feature that was down yesterday.
