How do ppl send me used cars with 0 miles

How comes ppl send me cars that are from the UCD and OCD but they have 0 miles?
Is this a bug or something?

They don't get them from UCD or OCD, they come from tickets.

If the car doesn't have any miles, it isn't "used." It's Standard.
