How do the "Best Lap" times work in free-run?

I've found that the "Best Lap" times displayed when you're in a room are not the same for everyone in the room. And they're not YOUR best lap times, because I've seen times up there that are much faster than my current best could possibly be. And today, I saw a "Best Lap" time displayed that was faster than ANYONE's could possibly have been! 1:52.xxx on the Nurburgring is completely ridiculous! So does anyone know what these times are supposed to signify?
 
They're supposed to represent the fastest lap time achieved in the room. If it's not your it's someone else's. No idea why you saw that crazy lap time.
 
But others in the room always seem to have different lap times displayed on their screen. It should be the same lap time, since it's supposed to be the time to beat in that room? Just buggy, I guess?
