how do you change tires?

This is bugged. You have to go to practice mode to change tires. I can not even do this on race menu even if race has no limitations on tires.

I just go into "Driving Options" menu right before a race (where the driving aids are). Lets you choose for F/R and only the ones allowed in the race. Other tires you own, but are not allowed, are greyed out. Seemed fine to me. Maybe I'm mistaken?

For career mode:
Have you guys clicked on driver options (between driver select and> <settings) at the race start screen? Before starting a single race in career it should look like this...

Start --- Select Starting Driver --- Driving Options --- Settings --- Exit

You want to choose "Driving Options".

I have a rx7 fc, and i have tires, but when Im in the car settings screen, it says I have to tighten up the suspension before I can put those tires on? I think it is bugged. This happens in online lobbys as well.

That's weird. Are you talking Race tires? I haven't used any yet, but can anyone confirm that you need to equip new suspension before it lets you equip Race tires?

You don't need to buy new tyres. Use "My Items" to change them over. Refer other thread on the topic titled "Dirt tyres".
