How do you track a car by registration?

I was sitting at the computer a few minutes ago and I heard a noise like tires screeching outside my house. I looked outside and there was a car at the bottom of my driveway. He was just pulling out. He had lost control and bounced off a tree and made a lucky landing.

So. My question. I know the make and model, how would I find a car based on records that may be registered around me?

This would be done similarly to looking for, say, if there were any, or how many ferrari 430s were in your area.
 
If you'd gotten the tag, that's public in a lot of states (which is why you see tags blurred in 'reality' shows.) Best you can do if you have property damage is report it, the police can put a notice out to body shops.

My dad lives on a corner lot. One evening some yahoo thought it would be cool to just cut across his lawn and not have to slow down so much for the corner. He crushed a sprinkler, which was bad enough, but he also took out the mailbox. What was cool was that Dad's mailbox post was one of those ship's anchors set in concrete, and although the fool succeeded in knocking it down, he punched something out under his car and left an oil trail that was not difficult for the cops to track. even if nothing comes of it, we have the satisfaction of knowing the guy caused himself a lot more damage than he caused us.
 
All he did was clear some ivy for us;) and leave some skid marks. Nothing bad. He also left a note of "call if you have any issues" origin. <-Thats not a quotation. Question answered. Problem solved. I just think I saw somebody had done that here, and wondered if it was possible.
