As far as I know, those numbers haven't been given. An estimate of how many people play the beta is around five thousand. And there have been people who received a code without having to apply. Not every person who applies will receive a code.
I've read that interest and participation is waning so it's likely that there aren't enough people playing at this point that are close to your driver rating, to consistently fill lobbies up with random and different people.
I didn't apply, I got a code and haven't played after the first month. It's rather boring... Same cars, same tracks same people and a very limited time frame to play...
