American Hall - 1 championship & 14 races
European Hall - 7 championships & 48 races
Manufacturer Events - 14 championships & 205 races
Licences are NOT required (other than the fact that you need up to IA just to compete in some Mission Hall events which cannot be B-Specced).
8% missing is a colossal amount. It's equivalent to about 47 missing races/events. It indicates you've missed an entire Hall somewhere, or a massive slew of Manufacturer races.
Compare your garage to the Prize Car List (only the Race Events) to see what cars you haven't won.
