I am low. I think a 3. I was wondering if that had something to do with it.

Ofline events.
Don't use more than 1 driver untill the EU/Japan race series in extreme as well as the endurance races.
They are the only events that use more than 1 driver.

Online remote races,
the host can only pick 1 driver.
PD allow people with less than 16 friend to choose more drivers from friends but the host is restricted to 1.

Yes it will be, you cant create more drivers until certain levels

As you progress through B-Spec you will be notified when you can add more BOB's. After that it's as simple as going to driver list and creating more.

How do I add more than one driver?

You're not eligible to create more than 2 drivers until you reach Lv. 5 or so, and you can't add more than 2 of your B-spec bobs regardless what level you're on at the time.
