This is a simple solution. The update servers are no longer available, which means that if you have a 1.0 version of the game you can't update it anymore (has been like this for at least 3 years). So, do you still want to get Spec III? So did I, and I have. Let me show you. WARNING: this will cost you a bit of money.
As indicated by SerialStation (https://www.serialstation.com/games/08a29ed2-51e0-42fa-9069-62d76be35ad2), the Platinum release of the game contains Version 3.0, and although not indicated there, i read that the Greatest Hits version also includes version 3.0 . This means that the Spec III update is included on the game disc.
So if you wish to get Spec III in 2022, your only option is to buy a second copy of the game that is either a Platinum or a Greatest Hits release.
Let's sum it up in a couple of images (note: i do not own these images):
If your copy of the game looks like this, you likely DO NOT have SPec III:
However, if your case looks anything like the following, your game likely is Spec III. How do check in game? 2 ways: first of all, in the upper left corner, in the menu's, the game will specify that it is indeed Spec III. The other way of checking is that Spec III has aditionnal cars, namely the GT by Citroën, Ferrari California and the Lotus Evora. Anyway, here are examples of boxes that likely contain Spec III:
