How to identify fair car list in online races?

I would like to ask what are the best guidelines/rules to help create a race with cars that are fairly matched with each other?

If i just say 400hp below, some cars are way powerful than the others even if they are all at 395 hp

I need a fairly detailed list of car restrictions(drivetrain, horse power, tires etc) to at least have these cars have a fighting chance with each other. not too restricting though l because i wish to have variety in these races

The room I race in has 2 restrictions. 1300kg and over and no more than 700hp. It's up to the participants to build a competitive car within those limitations. If you are looking for 100% exact then same car is the Only way I see of doing it which is very boring. You don't have to have exact matching set ups to have competitive races. It isn't all HP and weight. I win sometimes using my 650hp Ferrari against a 700hp vette same weight and I lose sometimes in the opposite role. Just set a weight and hp limit and let people build cars around that.

Keep diversity when racing and the best way is too introduce weight limitations and horsepower restrictions.
 
what are the ideal weight restrictions for 300 , 400, 500 bhps to keep it fair?

also will having 4FW cars in the race still be overpowered when it is set within these limitations?
 
While limits to horsepower will help keep the playing field level greatly and provide the races with a variety of different cars, you may also want to keep the weight limits high enough to prevent monsters like the Fireblade and GSX-R/4 from decimating a field of Civics, and Furais from annihilating Super GTs. In the hands of a competent driver, these cars will absolutely destroy everything in their power brackets.
