How to Paint just the center of a wheel leaving a Chrome / Polished lip

Just wondering if the GTP community can help me out, Last night i was playing online free roam when a guy pulled this out from his garage :

However the first thing i notice is that he's somehow got the center of the wheels painted the same of the bodywork but still has the outer chrome / polished lip - I know how to do the two tone paint scheme with the Rotiform NUE wheels but not other ones.

Can anyone tell me how he's done this.

In fairly certain its a glitch tied to certain cars, at least as far as I know. When you paint certain cars their center piece on almost every rim will change with it. I think some HE cars are like that.
