How to re-download DLC?

So recently I found I had $4.00 in my PSN wallet and I saw the paint pack recently (I know it's old news, but okay), so I bought it and experimented with the paints on what looks better or not, and just realized I wasted most of them, I went to go re-buy ($2.00 left, might as well) the paint pack, and the only option it gives me is DOWNLOAD, when I clicked on it, it just loads for a second and nothing happens!:confused:

I can't figure out on how to re-buy the pack, so simply how?
 
After the ps store got a makeover a lot is wrong.

Can't re-buy paints and can't even get track pack (spa and kart space) AT ALL.

This is USA ps store. Others are different.
 
I believe it is a problem with the PlayStation store. If you have less than a certain amount of money you have to put more funds in order to buy anything. I could be wrong but it would not be the first time this has happened to me.
 
The other solution to what iainoflo85 said is to have a 2nd account. You should be able to re-obtain the DLC paint pack unless they fixed that? But, doubtful as they allowed family share program on the DLC. Cannot confirm as I have not tried to establish another account for some time for full usage.

The paint pack like the gear pack is per account. Family pack wouldn't work for that.

And you can't send DLC paints, so another account would only allow you to paint the cars you want to with the paints, then send them to your main account.

No, the description of the paint pack even says "Players can re-buy the pack to obtain the paints again as many times as they want"

And yeah, I kinda figured it was the PSN store acting up, wasn't sure...

Bolded used to be true, before the PSN store got the redesign.
