How to remove seatbelt tension?

My friend has recently started having a problem with his seatbelt after he's had his MOT on his car. The hip section of the belt keeps squeezing his stomach after a minute or so of driving to the point where it's really uncomfortable. He has to constantly pull on the seatbelt to losen it. It never used to do it before the MOT.

Do you know what's going on? Is there a solution without having to pay for a fix?
 
I would assume that a malfunction with the seatbelt would be handled similarly to something going wrong with the airbag.

If it's still in warranty, I'm sure the dealer would fix it.
 
I don't know about the UK, but in the US if there is a problem with "essential" safety equipment such as airbags and seatbelts, you should be able to take the vehicle in and it will be repaired at no charge.
However, if it is an airbag, they will keep the car till the airbag comes in.
Dealers do not keep airbags in stock, as they are explosive devices.
They order them, get them in stock, and put them in as soon as they come in.
