how to retrieve PSnatwork password ?

Hello, despite of the clear explanation in the manual how to obtain a lost password, I simply don't seem to manage to get my password !
The PSNetwork site is out of order, and the way to do bij the XMB screen doesn't work with me !
I'm at level 40, with all the updates, and would like to finally receive my PS password so I can log-in... Can some-one help me please ?!
