Starting out in GT3 can be somewhat nerve-racking. Starting out with $18,000; that's not much if you want a winning car. I recommend the Toyota Sprinter (not highly). A Mazda Miata is also a worthy choice.
After you buy the car of your choice (I hope that you read the 1st paragraph) After doing so make sure to change you OIL. By doing so you will gain a few horsepower. If you buy the Toyota Sprinter you will have $4,000-$5,000 to work with. On the other hand , if you buy the cheapest Miata you will have just enough money left to change the oil.
