From experience, anything above 50,000bhp causes cars to wheelie. I suppose you can try making the rear suspension really soft, making the front high and back low, add 200kg ballast to the front, and so on.

Could just be more sensitive on the throttle. Thats how I drove my 150,000+hp Camaro. It takes some time to really get going but once it does you're set.
I had a Cougar do it with 21,000hp.
