In the racing series that I run in with my gaming community we have been setting a hp and weight limit to keep the cars more closely competitive. How well does using a PP limit work? There are a few cars that can be purchased that are right around 520 PP like some of the GT300 cars. I was thinking of making the class have a cap of 520 PP as some of those cars vary with weight and power so it would be fought to find a common setting that would work for all of them.

PP is probably better than power and weight limits. It takes downforce and the layout iirc. Most people restrict their lobbies with Performance Points and tires, so most cars are on a fairly level playing field. The exact method used to calculate PP is a mystery (last time I checked) and can't take a tuned suspension or misc tuning parts (carbon drive shaft, Limited slip diff, dual plate clutch) into account.

A well set up suspension makes a big difference in tipping the scales, so decide if you want to restrict tuning as well.

Some cars punch above their class (eg. BMW M3 CSL) while others do the opposite (eg. Ford GT)

tl;dr

Performance points with tire restrictions are effective, but not perfect.

The was a thread recently where PP points were tested and plotted through a range of different cars and the results were interesting as not all even PP cars were equal.

I tried looking for it when I first saw this thread but I couldn't find it.
