HP keeps going up after oil change

I want to do the seasonal race at the indy road course with the 1970 Dodge Challenger, but I changed the oil before entering and put the car at 434 HP. So I can't enter the race now because there's a 425 HP limit. So I figured I do a few laps of Daytona to get the HP down, but HP does the opposite. It keeps climbing up. 434, 435, 437, 438, and now 439. Any tips on making the HP go down? I spent a lot of credits tunning the car up, and I don't want to sell it to buy another one.
 
Let bob take it on a nice runfor awhile, enduro or anything in extreme should do the trick.
