Hybrid my fave rally car for free

Can someone help me with this? I am looking for someone who can do this to my car. The only thing I want to be done about it is change it's paint and wheels, as this is not allowed in GT Auto and possibly, increase it's HP and torque. Please PM me if you can do it for FREE. I hope someone would. TIA!

K. At least I'm glad that I'm able to know it. What about the wheels? Can it be changed to other and be painted with chrome?

Nope, if your lucky we could get more power out of it and that's probably all, could take the rims off I guess haha, call it the ghetto version
