I have a C60 Hybride and Formula Gran Turismo in my used car shop. What do I do?

I have a Formula Gran Turismo LV24 ($4,819,100) and a C60 Hybride LV23 ($3,851,180) in my used car shop. I am level 19 A spec and level 23 B spec. I only have $3,432,545 if I sell all my cars. If I trade away my non sellable cars for sellable ones I could prob afford the C60 and maybe the FGT.


Can I buy either of these cars if I raise the money or only the C60 Hybride cuz I am not level 24 yet?
 
You have to be level 24 to buy the FGT, I don't know the level for the C60 Hybride but I would save my cash because at level 21 you can get a free race car a Toyota Minolta which is a beast. I used it got gt all stars a and b spec, used it for b-spec like the wind and won with ease.
