When tuning transmission, you can see the 6 gears i a list and at the bottom you can see the final drive. There are the gear ratios on the left but then there is a slash and the right number is something like 90 or 300 or so. What does that number mean?

I believe, correct me if I'm wrong, that's the speed in km/h when that gear ends.
It is closely related to the speed, though propably would be if there was no aero or something like that.
Some very long gear setups would read 700 and higher but top out at 450km/h.

It can be used as a rough estimation for most road cars, but nothing beats driving for actually testing the settings.

Those are your KPH you can convert these into MPH to see what the max speed is for each gear.

It is the theoretical speed at whatever rpm the game suggests as the shift point, except for the last gear it is at the rev limit. Though actual speeds tend to be a bit lower than those appearing on the menu. For example, when tuning the 1991 RX-7 for 300Km/h at 7500rpm, it actually got 288 and I had to multiply my final ratio by 0,96 to get to 300. Not a hard thing to do, but still.
