Not true, you can send dlc paint on a car. Also there is Orange Chrome

Chrome Orange is not chrome and trading paint chips =/= trading cars with painted DLC chips, different slots: 5 chips per day for paints per account, 1 ticket/car per day per account, OP asked for paints, not for painted cars
