Idea to fix 'unfair' yellow flag penalties.

If you overtake a non-ghosted car during yellow flags then it's a penalty. Makes sense - mimics real racing.

One issue is that sometimes the ghosted car will un-ghost just before you pass them, resulting in a penalty.

Another issue is when a car has un-ghosted after crashing and is accelerating up to race speed. There's a small window before the yellows go down. So unless you stand on the brakes and wait for either the yellows to end or fall in behind the other car, you're gonna get a penalty.

THE FIX: Under yellows you don't get a penalty for passing the car(s) that were ghosted in the first place. Even if they're no longer ghosted.

This mimics real racing also. If a car has spun out and is stationary, but still able to rejoin the race, other cars are allowed to pass it under yellow conditions.

The whole idea is about safety. It's safer to let cars pass the crashed/spun out cars than have them stand on the brakes and wait for them to recover.
