If I were to add decals to the collection on my Playstation .com would it transfer to the collection area of the game? Also how do I transfer decals I had from PS4 on my remote harddrive to PS5.

You mean saved decals from other users? You need to build up a new collection in GT7. If it's your own, either share them in GTS or re-upload them.
