If the wings offered enough lift then it would take off, forward propulsion after take off would be a problem. I don't think the exhaust gases would provide enough thrust.

Other than getting to lift off speed there's nothing that would propel it forward if it does leave the ground (There is a fan sucking the car to the ground as well as the spoilers that keep it glued to the ground).
