How do you change the quality of the pictures when you are taking them?

If you're shooting a replay, you cannot choose the image quality, but only whether it goes onto USB or Memory card. Or, before a race, goto the Options Menu and you can change the photo lab settings there. Which includes Image quality choices.

If you're in Photo Travel, you click the button just left of the Green Exit Button. Looks like a camera Case I think. You can change Mode, Shutter Tone, Focus, Quality, and USB Image Quality.
