Impossible to make lobby?

Hello.

I'm on PS4 and I can't see a option for making your own lobby. Is this the case? I need to join some of the lobbies from the server list? If that's the case, I can only choose 1/3 of the tracks that are available in the gale. I wanted to drive nurb GP with my friend, but I can't find a lobby with this track. A lot of tracks are missing out. I hope I have overlooked something here.

Custom private lobbies are only on Next gen.
As for public servers, check there's not an SA requirement preventing you joining, or that you're not trying to join during a session
Sometimes you'd have to wait to see if Nurb shows up, some public lobbies are set to random so change everytime it gets reset.
You can also filter the choices so that Nurb is prioritised
