Could find many "dirt" set-ups for the Rally (Advanced - Level 20) Special Events, so here's mine for anyone who's looking for one. Works very well on gravel and will decimate all on snow.
Subaru Impreza Rally Car '03 bought new from OCD, run in with an oil change. 345BHP, 1230kgs, 529PP. Finished +34 seconds after all 8 dirt stages and over 2 minutes ahead on snow; +42 seconds on 2nd place in one stage alone....
No power / drivetrain upgrades - it's comes with everything you need and there's no need to give it more power; all you end up with is excessive wheelspin on the dirt. Just buy Dirt tyres. Short-shift to use torque to pull you out of corners and minimise wheelspin.
Downforce 15 / 35
Transmission
Leave stock gear ratios and adjust 'Max Speed' setting to 137 (= 139mph for me). Consider raising this a notch or two for the snow stages.

Accel - 22 / 20
Decel - 20 / 20
Torque Dist. - 40 / 60

Ride Height: +20 / +20
