Increasing Redline Revs?

Hi guys, I'm wondering if you guys know which part to purchase to increase the redline revs. I've got a Corolla Runx, the redline starts from 8,000 to 12,000 but the needle can't even go past 8,200. Any tips on which part to purchase?
 
ECU, exhaust, catalytic converter, header, and occasionally both high-RPM turbos and engine tuning raise the rev limiter.
 
The fuel cut-off (redline) is not modifiable. Installing either a Turbo or NA modification will likely increase the RPM where power is highest, but all that red area in your tach is simply useless.

Except it is.

Peak power RPM levels do indeed change with tuning, but so does the fuel cut RPM. It did so in GT4 to an extent as well.
