My goal was to see what the differences were between different cars. Not to find a best track time. So, please don't worry about if you can get a better time than what I have listed. I've tried to explain a little of what I did to get these numbers. If that information isn't important to you, just skip the next (wordy) section.
Basically, I've selected the track that I find is the most complete as far as what it offers to test a vehicle. The test track was Autum Ring Reverse.
-It has several hairpins. Some will make a neutral car understeer, others will make a neutral car oversteer (due to turn angle and elevation undulations). These turns are important to guage how much understeer or oversteer a car has.
-It has a long loop. This can be used to guage the effectiveness of the car's traction in a corner.
-It has elevation changes.
-It has a straight section.
All cars were taken on exactly 3 runs of Autum Ring Reverse in Arcade mode with exactly stock settings (including tires). I use no driving aids. I use a Driving Force Pro for control. The quantity of runs is important because some cars are easier to drive than others. For example, a car like the Shelby Cobra is very difficult to just hop into and drive. Dispite it's very high horse power rating, the suspension characteristics, and brake performance caused this car to have a poor overall drivability. I'm certain it's possible to achieve a much better time than what I have listed.
All cars were treated the same (based on drive train). The cars are separated by FWD, RWD, AWD, and mid engine. In order to drive a front wheel drive car effectively, you cannot treat it like a rear wheel drive or all wheel drive car (with very few exceptions). Corner entrance angle and speed will be different and will also effect the car's exit speed and angle. The end result is that you need a slightly different line. Car balance and weight also play into how a car was treated, but that information isn't really learned until midway through the first lap. Why is this important? It's important because even if you drive slower, or faster than I do, this information should be relavant if you treat the cars as their drive train dictates. If I have found a certain car has better brakes or suspension than another car, you will almost certainly find the same to be true (with stock versions of the cars).

Overall. Weight Distribution (understeer and oversteer). Power to weight performance. Brake to weight performance (how well it stops and slows). Suspension performance (how well it corners).
Note - some cars are just ... fun to drive. In some cases it's hard to explain. For example the Honda CRX isn't very fast, but it's a hoot to drive. This causes the overall rating of the car to be higher than the performance suggests.
