Here is a quick and simple way to make a rocky texture:

  • Create a new canvas with white as your background colour.
  • Create a new Alpha Channel by clicking the 'Create New Channel' button in the channels window.
  • The default channel name will be Alpha 1. Select Alpha 1 and go to Filter > Render > Clouds.
  • Now, select your Background layer, the clouds will disappear.
  • Go to Filter > Render > Lighting Effects.
  • Select Directional from the Light type drop-down menu.
  • Select Alpha 1 from the Texture Channel drop-down menu.
  • Position the lights until you get a desired amount of lighting.
  • Hit OK.
  • With the Background layer selected, press Ctrl+U.
  • Hit Colorize and then OK to get a rusty brown colour.
  • You can adjust the Hue, Saturation and Lightness to however you want though.
 
How do you suppose we apply Lighting Effects on a blank canvas?
 
Filter > Render > Lighing Effects. :p

Make sure you didn't select Transparent as your canvas colour. Select white as your canvas colour, it works.
