UCD is not random.
I know it follows a cycle, but it's random where you start at, and as far as I know there are more than 3000 cycles before it starts over again... Imagine the Ford to appear in the last half... then most of you haven't seen it yet. Or imagine it appears at a time where you haven't got enough cash to buy it.
That's why it's random. You never know.

There are no rare cars in the game, you have a certain number of cars available and that's it. They appear and dissappear but they are never rare. The term rare is wrong. Something rare is only available in short quantities, while in GT5 some cars are only available at certain times.
Nope. Almost all cars now are the same, after du**ng. No more rare cars but if you don't have it then its might be rare. The ones that maybe called "rare" (not common) are cars that have Zero Switches & Zero mileage but wait for a couple of weeks or maybe days now it will be populated and highly traded-exception of course are the Stealth cars.
For me cars with higher mileage are "somewhat rare" as owners used them in races either legitimately or by "Bob's" rubberband.
This is Virtual playing - a car with higher mileage will still run like new (maintenance of course) and even have higher horsepower that a brand new car - that's proven.
The 2000 Ford Falcon XR8 comes very often now and its no longer rare. The (UK) Ford Escort MK line is the what PD should add in GT5. But, i don't want it to be traded so i'll just drive it in the Real World.
