Is There A Free Photo Editing Program Which Requires No Download?

Recently, I have been on GTAForums, and created a concept for a new game. I am currently designing the logo, but I need a free to use, non-downloadable photo editing program to create it. Any ideas?

The logo is I'm working from is below:

GTAForums has no off-topic section, So I'll have to do it here.
 
Why do you want to use a program that doesn't require downloading (I assume you mean something along the lines of web app)?
 
You'll get plenty of more useful features in a program that requires a download like GIMP. If it is 100% impossible to download I'd try Pixlr.
 
Echoing @Ameer67... if downloading is absolutely out of the question, go with Pixlr. Otherwise, the Gimp or paint.net should work. I'm curious though -- I didn't think it was possible to obtain a system nowadays that didn't come with some sort of paint program; what kind of machine are you working on?

Because my PC can't handle any more downloads. I've already downloaded so many things.

Delete some things you don't need.

By the way, does Pixlr work for you?
 
If you can't delete some of your downloads then do a Disk Clean-up. You can gain a bit of space especially if you delete the shadow copies and your restore points.

You're the boss, of course... but if you're struggling for space to install an application then where will you store your temps/images/work?

I've got enough space to save my work, but nowhere near enough space to download anything.

Why not get a 32gb memory pen, install Ubuntu and a freeware photo editor on it?

Excellent idea! Ubuntu, or linux mint, or, ... Lots of choices, all of which would already come with the Gimp; no need to find another paint program.
