Is there always tire/engine wear in practice mode?

When you set up practice mode there is the option to turn off tire wear and damage. I always set these to off because I've been working on a tune. When I'm finished I find out that my car has lost hp so my efforts have been partially wasted. Is this normal to lose hp in practice mode despite tire wear being off?
 
I thought engine wear (excluding mileage) was linked to tire wear? So it is different than racing online when tire wear/ fuel consumption is off? I wonder why they made that decision? :confused:

To tune a car would it then be best to hop in your own lounge, set it to one person and turn off tire wear / fuel consumption?

That or, USB backup your save, tune until you get something you like, write it down, and then reload your save and apply tune.

This, you don't even have to turn it off, it's off by default. I always use my online lounge to practice or tune rather than practice mode. Practice mode adds miles to you car not to mention the tune you make there won't necessarily work the "best" online.

As for the other part, engine wear is only linked to tire wear online when tire wear and fuel consumption is on. Anything done offline in GT Mode adds miles even though tire wear/fuel consumption is off.

One solution though, if you're set on working in practice mode, buy 2 of the same car, one to tune and test and the other as a final product.
