Is there any point in reparing "structual damage" before level 40 ?

Hello everybody.

I came across this video about advanced damage in GT 5.



Is there any point in fixing damage before lvl 40 ? since its not visible on the cars before your reach that level? Will the damage be on all of the premium car or only on the world rally cars?
