Is there such a thing as an in game engine restriction or limitation?

I just got the game about a week ago and I'm trying to do the professional classic muscle car races. I'm using the 1970 Dodge challenger. My problem is that I put some money into making the thing have 730 hp but it maxes out at 105 mph. Can anyone explain if there's a way to tune it or if I can do something about it or dump the car for cash now.

The muscle cars almost all have short gears. You'll have to equip a fully-customizable geabox, which ironically isn't fully customizable, but will allow you to alter the top speed, effectively lengthening the final drive ratio in the transmission and giving the car a much more useful range.
