Is this night version of Rome Circuit in GT3 genuine?

I stumbled upon this video of GT3 Rome Circuit at night.



Is this actually an official night version of Rome Circuit unused and hidden in the game files? Or is this nothing but an impressive mod?

P.S. I wonder if that one came from the recently-dumped GT3 March 30, 2001 Internal Build, that is if the unused night version of Rome is authentic.

Someone is making a mod on Misuka's Discord (AKA GTPlanet user Miskaroni.) It's genuine but not fully completed. The game doesn't know too well where the player is headed and IIRC the AI gets confused at times.
