While looking on youtube I saw that someone commented that on the PS2 classics version of Midnight Club 3 DUB edition Remix for PS3, there is no Japan free roam. Is this true?
Nope, the MC3 in the PSN store has Tokyo in it with all of it's challenges and cars. The only edition I've seen on the store is the Remix, so I'm pretty sure.
