issues when uploading decals

Has anyone ever experienced trouble uploading their custom decals? When I select my decals and hit Start Upload, there's this pop-up message that says "About the Decal Uploader Feature" with some loading graphics and two buttons: Back and Next. I keep hitting Next to skip the popup but nothing happens. It's stuck loading whatever it is that needs to be loaded. Anyone knows how to address this problem?

You need to check the box in the last page. Then you can upload your stickers.

The next time you’ll try to upload, usually you won’t have to read all the pages but you’ll need to check this box everytime.

I can't get to the last page because hitting Next does nothing. The pop-up window is stuck or something.

Indeed the website seems to be quite instable for the past few days. Hopefully they would solve that soon.
 
Singapore region site seems to be bugged (to the point the Sign Out text is still in Japanese), as I changed the site region to US and it works.
 
Sorry to grave-dig this thread, but I'm experiencing the same problem right now. Dunno if it's an issue on my end or Polyphony.
I've tried different browsers, different computers, clearing my cookies... but nothing works.

Any solutions?
