I've never seen the AI perform this bad

So I am running the Dream Car Championship in B-Spec.
In the first 3 races, Bob won, albeit by fairly close margins.
So he does not have some uber powered monster car compared to the field.
So the 4th race comes up and it's the Lemans track (de la Sarthe) and it is shown as rainy, although the sky isn't very dark.
So I decide to put on Racing: Intermediate tires and hope it doesn't become a downpour.
They all line up on the grid and the race begins.
Within seconds I see Bob come flying out of the middle of the pack to the front of everyone.
He blazes through the first corner and the AI cars look like they are going 5mph.
By the end of his first lap, he has a 1/2 lap lead on the field! And this is a big track!
So, curious to what is going on, I switch the camera to the guy in last place and put it on bumper view. The chaos going on in front of him in laughable.
What are these morons doing?
And then my eye catches something at the top of his data: "Racing: Hard"
This idiot put dry weather slicks on during a rain storm!
Did the whole field do this? Indeed they did, as I checked out the data on several other cars.
Once they completed their first lap, what did they do?
Pit in to change to more appropriate tires?
Nope, just went along their merry way, sliding, spinning, and generally causing a mess of the place.
By the end of lap 2 Bob has caught the field and going to lap them.
I hope he's not going to get creamed in a pile up of spinning AI cars.
No worries, Bob slips and weaves through the field with the rain racing presence of Ayrton Senna!
As Bob is in the midst of completing his 5th and final lap, I see the entire field head into the pits.
Now at this point, the rain has actually begun to let up. I would stick with Intermediates, but you might be OK with slicks due to the abundance of straights versus corners on this course.
So what does the entire field equip themselves with during this futile pit stop? Racing: Rain
They must be off their rockers!
At the end of the 5 lap race, the rest of the field was still in the middle of lap 3!

Has anyone else seen such an egregious mistake on the part of the AI?

Well, I saw something similar again today.
Rain at the start of an event, AI started on slicks, but this time they at least pitted after the first lap and put on rain tires.
Me thinks something is amiss with the weather sensing ability of the AI.

The AI always starts on Dry slicks. This is how you can always get an easy win when it's raining, I mean I spun out twice in Suzuka Rain doing the FGT race and still won by a mile. Also the AI goes super slow in the rain.

I had the same in the B-Spec FGT races, Monza and Suzuka were downpours and the AI started on Hard Slicks both times. Someone missed something in the programing me thinks.

I got as far as the Monza Dream Car race using the Minolta. Working on the principle that the sky had bright patches I kept to racing softs. The AI just went off on a Sunday drive and when I had determined how fast I could actually go rapidly went away from the wildcard entrant in second place... the Silk Cut Jaguar.

i think they start the race on whatever setting they finished the last one, as after a wet race (dream car) there is a dry race (toyko 246) and after one lap i had a lead of 40+ seconds, looked at the replay and they had all come in for dry tyres

This.
Happened to me today also. Was so confused as to why they were pitting!
