Just slow internet or possible router issue?

SO i've beeen trying to get my friend online for a couple weeks now. He can download from the PS Store with no problems (albeit extremely slow), but when it comes to getting the updates for GT5 the connection times out and disconnects him. It also happens with another game he has(I can't remember the name currently). He was able to get the actual PS updates without a hitch but the game updates are failing. From my observations it looks like extremely slow internet. He running (DSL 1.5Mbps/384k which in actuality maybe 1Mbs/300kb) If he's lucky. He was connected wirelessly and I had him change to wired(no success). We are waiting to hear back from AT&T about updating his connection. Did we take the right route in resolving this or did I miss something somewhere? Thank you.
 
That's slow. Tell him to not even bother playing online.
 
It could be overloaded servers too. We have FIOS at my house (50 mbs down) and it times out sometimes. One thing ive noticed is it ALWAYS times out if you arent signed into PSN and try updating.

Currently we're just trying to get him updated. Playing online is an afterthought. lol

He's signed into PSN. But when attempting to update he times out and it disconnects him.
