La sharte in aracde mode with day\night changes and weather changes??

Is this possible in arcade mode I can choose just day version of track or day\night version but not with weather changes... Please answer Also for Nuburgring

No. You must go through the weather and time changing cycles for both. Although The nurb has both selectable.

As maSonn said, no you can't.
Getting night at LeMans is easy (just select a race and after a few laps it will be dark)
If you want night at nurburgring, go to time trial, select the Nordschleife time/weather change. Then park your car and wait for approximately 30 minutes.

Different modes (time trail, race and drift) have different start time settings.
