Laggy windows and web browsing

Hey everyone...I have just reformatted my computer and when i scroll down or up on a web page, it lags alot. Like it moves up and down in chunks at a very slow rate. It also lags when you drag open windows.

Can anyone tell me what i can do to fix this?

Have you installed the necessary drivers for your graphics card since the reformat?
 
Definitely Graphics drivers have not been installed.
 
Yea..i thought so. The thing is, the disk is scratched and can't be read and i've tried to download the driver on nvidia.com (since my video card is a MSI Geforce NX6200TC) but it changes my resolution to 800 x 600 and to 4 bit color... *sigh*
