Not often I'll ask for advice, but wondering if anyone here can give me some pointers on something.
The story:
Since living where I am I've received two parking tickets in the city. The first was on 2nd June this year, the second on 9th July. The first of these I paid at half price within 14 days, and the second I appealed against, and lost, and paid full price. I have evidence that I've made payments in by bank statements, as well as the e-receipts for both payments. Each of these has a reference number used by the council.
What happened next:
I received a letter at home stating that I'd not paid the parking charge for an offence on the 2nd June. The reference number they were quoting was different to that for the offence that I'd paid. As I didn't receive two different parking tickets on the same day in the same place, I could only assume that either they'd mixed up records, or that somehow I'd invented a reference number for the offence I paid for. I sent a letter offering my proof of payment for the two offences as my grounds for representation.
What's happened now:
I've received a letter through the post today stating that my appeal has been rejected, as they "do not believe that grounds for representation have been established". They attached a photocopied parking ticket with the reference number of the claimed offence, as well as two photographs showing my car with a ticket attached, dated 2nd June (just like the offence I've paid for). Ridiculously, clearly visible through the windscreen is my receipt for a parking pass I purchased from the council but never received! Unfortunately I don't have this piece of paper any more but it's visible in the photograph.
So...
What do people advise? I've been given 28 days to lodge further appeal but how should I go about this? I have proved that I've paid for two parking tickets, the dispute seems to be that because I haven't paid for the one the council are claiming is correct it doesn't matter that I've paid for one they haven't recorded. In their documents they've failed to prove that I've committed any more than two offences, and given that I've paid for two offences it would appear the onus is on them to prove that I owe for another.
Can anyone recommend what step I should take next?
