I think this would be cool, but I don't think you need that many people. Most people who would be interested have already started collecting tickets and if thats the case, I think 15-20 people would work perfectly.
Lets say we arrange a schedule where person A is missing 20 tickets, and everyone sends him his missing tickets. He's done, what's to stop him from sending for another month?
Then the next day, person B might be missing 30 tickets, then everyone sends him 20 that he is missing and he would have to wait around for his other ten. Still not a bad deal.
The problem that would take some serious thought is determining who would send what to ensure that someone doesn't get multiples.
If I may propose something that I think will work better and keep everyone interested is doing it like a circle.
Ex.
person A - gives to person B
person B - gives to person C
Person C - gives to person D
Person D - gives to person E
Person E - Gives to person A
etc...
In this way, someone is receiving and sending everyday. It will just be up to the person who is sending to make sure that he sends a ticket that his partner for the day doesn't have. It will keep everyone occupied and interested long enough to complete it and everyone should be completed around the same time anyways. If someone has to miss a day, then they could get with the person that is supposed to send to them, and ask them to send to their partner for the day that they can't send to.
