Level 20 changes..

I just reached level 20 (because I got the game late), and just started noticing objects you can collide with on the track.. like tires and plastic barriers. The only other change is the A-Spec picture changed too. How come I can't find anyone else discussing this.
 
Plenty of people have discussed the a-spec picture changing. I also believe functionality being unlocked as you reach certain levels has been debunked here too.

I'm quite sure that if you gain access into a new series the background changes.
 
When you get to level 25 a-spec and b-spec the two pictures make one.
