you can win the car by racing the NR-A Roadster Cup in B-spec, its in the ameture races you need a mazda miatia or a mazda roadster, if you have the DLC you can use the TC Roadster it will win no problem

you can also win the super gt seasonal event if you have a nomad diabilo it takes some time but it is worth it because you get a lvl 23(i am not 100% sure that is the ticket you get but i know that you get a lvl 23 from one of them)
