i'm just wondering about licenses from car manufacturers to game developers
like who chooses which car that be licensed in a game?
the devs or the manufacturers?
and also the limit of cars of cars from manufacturers who chooses that?
lastly why doesn't Porsche or like other manufacturers give licenses to Polyphony is it because of money? or the limit of licenses/contracts on their part? or they feel other cars will over shadow theirs?

i'm just curious.

I would imagine it would rely on reputation. Some smaller companys may approach the devs and ask to be put in to get more exposure. Othertimes I imagine the devs have to ask. Porsche and (up until recently) ferrari etc may have refused because they like the exclusivity. but seeing how ford ran a news article on how much racing games featuring fords have helped sales, I can see a few proud manufacturers wanting to get in on games too.

There is no limit to licensing.
EA, not NFS, owns the rights to Porsche
It's only natural that the developers choose which car they want to be licensed and in the game.
